Frequently asked questions

Who can be an action partner?

According to Guidelines for Grant Applicants 2.1.1.1.

In order to be eligible for a grant, applicants and partners must:

a) be legal persons, and

b) have non-profit character, and

c) belong to the following types of organisations:

- national and regional institutions;

- decentralised  bodies  in  the  partner  countries,  such  as  regions,  departments  and municipalities;

- joint bodies set up by the partner countries and regions and the Community;

- international  organisations ,  including  regional  organisations,  UN  bodies, departments  and  missions,  international  financial  institutions  and  development banks, in so far as they contribute to the objectives of this Programme;

- European Union agencies;

- public  or  parastatal  bodies,  local  authorities  or  administrations  and  consortia thereof;

- the following non-state actors:

    • non-governmental organisations;
    • organisations representing national and/or ethnic minorities;
    • local citizens’ groups and traders’ associations;
    • cooperatives,  trade unions, organisations representing economic and social interests;
    • local organisations (including networks) involved in decentralised regional cooperation and integration;
    • consumer  organisations,  women’s  and  youth  organisations,  teaching, cultural research and scientific organisations;
    • universities;
    • cross-border associations, non-governmental  associations and independent foundations.

Partners may also be organisations, fulfilling the requirements for applicants, but having partly industrial or commercial character, but established for the specific purpose of meeting needs of the general interest, and:

  • either  financed,  for  the most part, by  the state, or  regional or  local authorities, or other bodies governed by public law;
  • or subject to management supervision by those bodies, 
  • or having an administrative, managerial or supervisory board, where more than half of   the members are appointed by the state,  regional or  local authorities or by other bodies  governed by public law;
  • and for implementation of the activities of a non-commercial character.

and

 

d) be located  (be registered or have a registered operating office) in the eligible area of the Programme.

and

e) be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.
