According to Guidelines for Grant Applicants: Part 3 Glossary (No. 63) Target groups: the groups/entities that will be directly positively affected by the action at the purpose level, e.g., action’s aims to increase public administrations’ capacities, the target group can be municipal specialists.
(No. 29) Final beneficiaries: organisations/persons who will benefit from the action in the long term at the level of the society or sector at large, e.g., due to the action the effectiveness of public administration services increases, thus there is benefit for the clients - local population and businesses.
