Can the action be a continuation of previous action(s) implemented under previous financial instruments?

Yes, it can be, but in that case the action has to introduce new elements, aspects, activities. In the Grant Application Form the partnership will have to indicate, whether proposed action is a continuation, and explain how the action is intended to build on the results of previous actions (projects).
