Can an unregistered organisation act as a partner or an associate?

According to Guidelines for Grant Applicants 2.1.1.1.
In order to be eligible for a grant, applicants and partners must be legal persons.
Associates do not have to meet the eligibility criteria referred to in section 2.1.1.1.
