Can Ispolkom (executive branch of local authorities in Belarus) delegate part of works, for example in construction, to its relevant unitary enterprise? Or such delegation of works has to be done on contractual basis?
Within projects Beneficiary and/or partners can award works, services and supply sub-contracts to implement a part of the action. Such sub-contracts have to be awarded to third organizations (who are not project partners), following the competitive procedures set out in Annex IV of the Grant Contract and national procurement rules.
