PROBLEM: The transboundary area is characterized by high concentration of chemical industrial enterprises and dense transportation network which poses a potential threat of oil/chemical accidents in the region. Late or inadequate response to the consequences of an oil or chemical spill may affect large territories of neighbouring countries. The adequate response to emergency situations, which can solve this problem, can be provided only by uniting resources of the neighbouring countries in a cross-border approach.
OBJECTIVES: The project aimed at increasing the level of ecological safety in the border region of Latvia, Lithuania and Belarus by ensuring quick and professional response of emergency services of 3 neighbouring countries to oil and chemical spills.
The partners improved their technical capacity by purchasing 4 sets of modern equipment for eliminating the consequences of oil and chemical spills in winter time. The equipment was successfully used and tested during trilateral cross-border field exercise on eliminating oil spill in the Daugava river in winter time. Over 90 firefighters from Latvia, Lithuania and Belarus participated in this exercise.
The competence of the partners staff was also increased by conducting 2 training courses on the basic techniques and methods of combating oil and chemical spills and 3 familiarisation seminars to get in-depth knowledge of civil protection systems of the neighbouring countries.
Latvian, Lithuanian and Belarusian firefighters and rescuers also developed the Cross-border Operative Management Plan on response to emergency situations in 3 countries. The project partners also conducted an information campaign via radio and press and by dissemination of information booklets about safety in winter time.
